Document 22 – Letter to Mr Clayton from Independant Police Complaints Commission – May 2009

Attached is a letter from the Independant Police Complaints Commission to Mr E. Clayton – Unfortunately the Police are not co-operating with us and are supplying us with no information or evidence of their investigation.
We have requested that the I.P.C.C become fully involved with their own investigation with Greater Manchester Police.

On page 3 of the attached is a copy letter from the I.P.C.C to Greater Manchester Police Disciplinary Office  regarding my complaint with Greater Manchester Police.

Document 21 – Copy of Council Searches from 1966

Attached is a copy of the Council searches from 1966 by solicitors acting for the new purchasers of 21 Cedar Avenue.
There is a specific question asked –
1 (A) – Are the highways (including footpaths) known as Cedar Avenue abutting on the property maintained at the public expense?
The Council’s search reply is: Yes
It is beyond doubt that the pavement to the frontage of No.21 Cedar Avenue is highway land especially when it has a numbered street light on it and it is the Council’s own information that confirms this – yet the owners of Ashfield House Hotel claim to now own part of the public highway abutting No. 21 Cedar Avenue.

When we asked Wigan C.I.D Officers to have a meeting with us to view this overwhelming evidence, their reply was that there would be no meeting and they were not interested in looking at any evidence involving corruption within Wigan Council and that we may as well accept this fraud.

We are not prepared to accept this corruption in Wigan Council and the cover up of fraud by Wigan C.I.D

Document 19 – Numerous docs related to summary. Dates from Feb 2007 to Aug 2008

In the eclosed documents we 1st have an Application Form dated 5th Feb 2007, to register land made by solicitors on behalf of Ashfield House Hotel.
The Application Form states that is land adjoining Ashfield House Hotel.
This is incorrect. The attached Aerial Plan proves this.

When the solicitors were questioned as to why they made the false declaration to the adjoining land they gave the excuse that it was a mistake as at one time it would have been adjoining Ashfield House Hotel20 Years Ago! (See attached letter dated 8th August  2008).

A reply letter was sent to solicitors from the Land Registry confirming receipt of Application dated 7th Feb 2007 and on this reply from Land Registry, Land Registry made a genuine mistake and stated that it is Land adjoining Ashfield Park Drive.
The Solicitors then changed their deliberate mistake from land adjoining Ashfield House Hotel to the Land registry’s mistake to land adjoining Ashfield Park Drive. (See solicitors letter to Land Registry dated 28th March 2007 and the Application was completed as land adjoining Ashfield Park Drive, which is 3 Streets away on the also attached Aerial Plan).

This whole blatent deception from these Solicitors were done to prevent the true adjoining Land Owners, which was No.1 and No.2 Ashfield House Gardens (see attached aerial plan) from receiving a B16 Notice from Land Registry, which is served on all adjoining land owners to see if you have any issues with this sale.
The only Notice that was sent out was to the corrupt Council’s Legal Department who conspired to fraud with owners of Ashfield House Hotel and has agreed not to reply to the Legal Notice and this fraudulent purchase of highway land would be complete after 24 days if there is no reply.  (See copy of Land Registry’s letter confirming that NO Reply).

This Council is so corrupt it had been brought to the attention of the Chief Executive of Wigan Council as to how corrupt her staff are and the Chief Executive’s reply was that she supports whatever action her Legal Dept or any individual Borough Solicitor carries out.

It is about time that a clean sweep is carried out with Senior Council employees and be rid of these undesirable fraudsters.

Document 18 – Letter from Planning and Regeneration Department – 27 April 2004

The following document is a copy letter from a Principal Planning Officer to Ashfield House Hotel’s Architect.  It is clearly stated on Page 2, 1st paragraph that Ashfield House Hotel’s Development Plans would not be accepted unless they could obtain control over our already approved Bungalow plot.
It was this letter that set the wheels in action for other members of the Planning Department including backup from the Head of Planning Control, the Lagal Department, the Owners of Ashfield House Hotel and their two sets of Solicitors to conspire to fraud and deception to gain control over the approved bungalow plot to fund owners ofAshfield House Hotel’s selfish greed for a lucrative development.
